amd trinity 5800k running at high temp and frequency

hi, i've build my own computer using
amd trinity 5800k
Asus F2A85-M LE
Patriot DDR3 1866 Mhz 4GBx2

its good for my CPU to run at 4000MHZ while idling becouse the fans is to loud. how i could make it lower? I mean the cpu frequency scaling depend of aplication.
fYI bios reporting my cpu temp at 48C and after a while (1minute on BIOS) become 60C, although i using quite/energy saving mode

edit : do i need to replace termal pad with good termal paste?
or i need to change my fan? iam using stock fan cooler

this is for an msi board but somewhere along those lines, there has to be a enable thing in bios advanced or cpu setttings:

also the driver is not needed on win7 and latest and no apps either, just enable it in bios and the os does the rest. if it's working it will decrease the speed while idle below 4ghz.

thanks for your help laviniu, i have found the solution on win 7, i just need to change preset on amd catalyst control center, I thought it only for the gpu part, if i choose gaming/web browsing preset, the cpu minimum frequensy will be set at 3.8 ghz. and so i choose battery saver instead of gaming, and cpu freq scale between 1.4ghz to 2.9Ghz. and in ubuntu i just install frequency indicator, on choose on demand preset.
