Gamin PC sanity check around $700

Ive done some research and this is the best i could do, keeping in mind ive never built a pc before. Now im asking for feedback to confirm mt decision or make improvements. Around a $700 build is what i can do including a OS. Also is windows 8.1 worth getting over 7?

MOBO- ASUS M5A78L-M LX. PLUS AM3+($52.19)

Video Card- VisionTek Radeon R9 270X($211.40)

RAM- Kingston Hyper X Blu 8GB($79.99)

HDD- Seagate Barracuda 500GB($54.45)

Case- Rosewill Dual Fans MicroATX($22.39)

Power Supply- Antec VP-450($37.98)

Optical Drive- Samsung 24X SATA DVD RW($20.99)

OS- Windows 8.1 Pro 64-Bit($139.99)

Once again newegg prices would be helpful, and honestly you guys can tear this build apart I dont feel confident in this since it is my first one ever. All suggestions are helpful thanks!

Just as a warning, according to the specs page for a VisionTek Radeon R9 270X I found on Newegg (http://www.newegg.com/Product/Product.aspx?Item=N82E16814129281), a 600W power supply with 2 75W 6-pin connectors is recommended for one card, and 750W with 4 6-pin connectors for two cards. Depending on the quality of the power supply, you might be alright, but I personally wouldn't risk it.
