Why is my graphics card running so bad?

I have an xfx radeon 6850 and it cannot run games at all, it runs Skyrim on medium with no aa and no af and I still only get 20 fps my cpu is intel i5 2500k and I also have 8gb of ram, what is my problem?

We will need to know the Wattage rating of your PSU to what card it is able to power.

You'll have to open the case to look at the sticker on it. Also notice how many Amperes the +12V rail has.

Also, your budget.

Running skyrim at 1920 x 1080 I've had this card for about 1 1/2 years, I cannot tell what kind of PSU im using beside the fact it says AC 230v on it, also I used Catalyst control center to "overdrive" my card from 775mhz>850 and 1000mhz memory clock > 1200mhz
