EVGA Geforce GT g10 2gb booting problems. Help!

OK so I received a EVGA Geforce GT 610 2gb from a friend which was a step up from my geforce 210 that I had. I plugged it into my HP 6610f computer that has a 300 watt crappy psu in it (so its probably around 220 watts) and I booted into windows to install the drivers. After successfully installing the drivers restarted and windows began to show the "Starting Windows" screen and then it goes black and the computer restarts. repeating the same problem. Tried the newest drivers and even putting it in another machine but i still get the same problem. This is very annoying. Oh and the card works fine on ubuntu but doesn't work with windows 7 64 bit. Any help would be greatly appreciated. Not sure if this is a Hardware or software issues.

are you sure your drivers support it?

I used the drivers that came on the cd with it and the latest drivers from Nvidias site.
