gtx 650 ti would not overclock pass a certain clock rate

my new gtx 650 ti would not overclock pass a certain core clock rate.i have tried many different overclocking software from evga precision to afterburner.i have tried running as admin.the mem clock,fan speed and voltage changes but the core clock does not pass a certain rate(1058mhz)

My ECS 650 seems to be "locked" at 1097.
I'm using msi afterburner and have settings at +12 voltage, +50 core, +300 memory clock. Stable while running kombustor @ 57C.
So the core should be showing 1108, but never goes above 1097.
I get screen artifacts at +350 memory, but it seems like I could still oc the core a bit more.
Maybe I shouldn't expect much out of this card, but my old msi 460 still outperforms the new 650.
