Which video card will let me to play assasins creed IV and other games with playable frame rates ? the GTX 650 Ti boost is 20$ more.

also are both compatible to my system(bottlenecks , Psu issue) ?my system:

FX 4100
m5a78l-m lx plus
antec vp450

R7 260x is bit faster than 650Ti boost, so my vote will be Sapphire R7-260X 2048MB 128bit DDR5 Dual-X OC.

Power consumption AMD Radeon R7-260X

1.System in IDLE = 118W
2.System Wattage with GPU in FULL Stress = 221W
3.Difference (GPU load) = 103W
4.Add average IDLE wattage ~10W
5.Subjective obtained GPU power consumption = ~ 113 Watts

AMD R7 260X - On your average system the card requires you to have a 450 Watt power supply unit.

So the PSU will handle the card. And the CPU will not bottleneck the GPU.
