how to set up wma11b without set up cd

You can't you will have to try to find a reputable site that has a backup image. Be very careful a lot of those are scam sites. Linksys has been purchased a number of times since these units came out so any download directly from them is long gone.
This is a old device that the best place to put is in a deep hole in the back yard. It is more than 10yrs old. They did not configure via web interface they all used their own special installation cd which contains all the software.
Even if you would get this to configure it hard to say if it would even work with the new windows OS. There are likely driver issues.
The worst issue is this is a 802.11b device this will cause massive problems with your current wireless network.
