I've tried Disk management it doesnt work, the hard drive is also pluged to electricity so it is not power problem. this HDD is quite old but it works fine since last week. I always take care of it, but now it seems no activity at all when i plug it, it will install the driver but I wont hear that the HDD is working

If the drives not spinning theres no chance at recovering data.
You can try taking the drive out of the external enclosure and mounting internally to a pc, just connect the power, it it still wont spin then all you can try is replacing the controller board. When its out of the enclosure let us know the model # of the drive.
