Weird Power Surge @ Login Screen.

Hello,

I have a gaming PC with a Sabertooth 990FX R2.0, AMD Phenom ii x4 945 3.0Ghz (OC'ed 3.6Ghz), Gigabyte GTX 760 2GB OC, 8GB 1333Mhz RAM, and a Corsair CX600 to power everything.

It started about a month 1/2 ago but whenever I restart my PC and it comes to the login screen there seems to be a surge of power within the PC it's self the lights and fans stop work the monitor stays on and after about 1 1/2 seconds the system boots to the desktop just fine (very weird) I am very knowledgeable about computers but this is just weird. I am not sure if my system is suffering a performance hit due to this, I run games and other apps just fine on my system after it fully boots and comes to an idle. I wonder if my system would perform even better if this didn't happen. I have tested my system with another PSU, a Corsair TX750W and with my CPU at stock 3.0Ghz and my bios set to power save mode just to cut down on the power. still happens. I know I am not over budgeted on the power consumption for my system with the graphics card because it would happen with a GTX 550ti in it. My GPU is @ stock. (I hope it is not the MOBO)

So please help!
