1 Long 2 Short beeps, New GPU

My friend got a new GPU and when he put it in his PC he gets the error code
1 Long 2 Short beeps
I know its something with the GPU, although getting the card out and place it back into it again didn't help, the old GPU still works
(old GPU= Gtx 650 1GB
new GPU= Asus Gtx 660 2GB)

He only has 450W PSU, so im wondering if it might be his PSU which gives to low amount of watt.

Any more things he could do? we have been trying to find the CMOS but we didn't found it yet.
We also replaced the RAM didn't do anything.
He only has 1 PCI slot so putting it into a different PCI slot is not a solution :\

I guess he is asking if you plugged in the PCI cable from the PSU to the GPU.
The card itself doesn't use a lot of power, somewhere around 300W at MAX. In case he has a generic 450W he may not be able to power it.

Also the 450 w psu is insufficient, you need at least 500 w
