Where is my ram going?

So on basic startup my physical memory usage is about 25%

I have 4gigs of ram installed. That means an entire gig is being used on startup idle??
I reformatted and installed Windows 7 only a few days ago, and the only programs that run on start up that ive installed myself are power iso, Avast AV, and catalyst control center (for my video card).

When I view the processes in Task manager, it does not seem to add up to 25% of my 4gigs of ram though.
So im asking... where is my ram going??

Total side note: currently have 6 chrome tabs open, and notice 11 chromes processes in TM driving memory usage up to 37%, this however may be normal for chrome but thats alot to me
 
windows will generally try to use as much of the ram for caching as it can to improve overall performance. check the performance monitor memory tab for more details but it's normal. btw, it's ok for ram to be used. it's a good thing. if you throw a game at it, the ram will be freed and used for that instead.
