You have to do all the updates available before it will let you install IE 11. I just did a Windows 7 reinstall last week and all the updates and restarts took forever but just keep running Windows Update until it finishes and then IE 11 will be available.
Well Windows 7 came with IE8 out of the box, but the latest IE for Windows 7 is actually IE11 now.

As to the other question.. install the service pack. You should do that anyway to get the latest updates and support. It might take about an hour depending on your specs but won't break anything. (it's just a free update from Microsoft Update)

Is it legitimate copy of windows? or does upgrading to SP1 represent an issue?
And the prompt is a bit of a giveaway... if you want IE10 (or the more recent IE11)
you need SP1..
Simples!!

Cheers
