Is a 305w power supply in my Dell Optiplex Mini Tower enough for two hard drives (both WD SATA 6 HD's, one 80GB and another 1TB), a video card (ATI Radeon 6450) an ASUS PCI sound card and 4 GB DDR2 Ram?

Also, would I require a bigger fan to cool off the PC or not for all the above components listed?

It may be cutting it a little close but you probably can put both of them in your machine. In the case that it doesn't work just put the 1tb one in and leave out the 80gb and that will work.

You probably would be okay.. But you would be cutting it close.

No you don't really need an extra fan.

If you wanna buy something get a PSU of 400W just to be safe.

yes, I suspect you'd still be just under 200w at full load. The 6450 is a very miserly gpu in regards to power consumption.
