Why is my CPU so hot?

Hi i have a i5-3570k it's not overclocked and when at full load is at 60 degrees Celsius. I've seen other people getting 60 degress at abut 4.4ghz overclock but mine is not overclocked at all? Also i should mention i have the cm 212 evo on it and i have a silencio 650 case with 1 extra fan.
 
First of all, 60C is a little warm, but not dangerously hot. Does the fan on the CM ramp up to a high speed? If it does, then your HSF may not be making good contact. What thermal paste did you use? You may wish to remove the cooler, clean off the paste (I use 91% isopropyl alcohol), and apply fresh paste before mounting the cooler. Although there are slightly better pastes available, the old standby Arctic Silver AS5 is still quite good, and typically readily available.
 
Only a lentil-sized dot in the middle of the CPU is enough paste; it will spread when the HSF is mounted to it. If you used notably more than that, or notably less, remove the cooler, note the coverage, and adjust the amount accordingly.

I'm not sure about the room temperature i would say about 25 degrees but i'm not sure on that one. Also i might just reinstall my CM 212 and reapply the paste when i'm doing my computer tune up (adding an ssd)
