Runtime error / Can't launch steam games

Hey guys,
Well, I've already created a thread about my HDD failing due to what seems to be my psu. http://www.tomshardware.com/answers/id-1936260/high-pitched-noise-hdd-fried.html

Now I'm having problems with being able to play games in my steam library!

I'm getting a runtime error every time I try to launch a game. Could this have something to do with certain files that were on my HDD now missing? The steam library is located on my SSD though.

The only game which is currently working out of my steam library is dishonored.

I navigate directly to the ck2.exe file and try and launch it from there. I get a "ck2 has stopped working" message. Expanding on the problem details I'm given this:
