Windows cannot setup a Homegroup on this Computer.

After at least 5 years of Windows 7, I would have expected Microsoft to have sorted this out. I have 2 computers that are members of the same Homegroup, both running Windows 7 Home Premium. When I have tried (it seems more than a million times, but it may be less) to get a third computer to join the same Homegroup, I get the message 'Windows cannot set up a Homegroup on this computer'. All are connected to a BT Router (Hub 3) wirelessly. Forums and comments on the Internet are next to useless. I have synchronized the clocks to no avail. I have uninstalled and re-installed so may times that I am totally sick of the whole thing.
Is there anyone out there that can give me a definitive answer to this problem before I get deemed and sent to an Institutuion? Please make any instructions a simple as possible because I have already lost most of my sense of humour and I am obviously not very bright as far as computers are concerned.

A couple of things that typically cause this error:

1. Make sure the workgroup name is set correctly (system properties).
2. Make sure your network location is set to home (network and sharing center, make sure it is home you cant join a homegroup if it is public or work).
3. Make sure network discovery is on (network and sharing center).

have same problem but have multi computers on my home group and just one that will not join.

after following deuce65 list and then reedo_43 I found that the home group listener was not started. I started it and made a little head way.

But now it tells me that "Windows can not set up home group on this computer" This message appears after I enter the home group password and wait for it to try and connect.

also This computer is on a router that uses a AP to get on the network. but I have run other computers from there that where already set up and on home group and they worked fine. I can see the network fine from this computer and even get files from the windows set share fold on other computers but can't access my folders that I have set to share with out being on home group.
