High ping to modem, Internet drops out completely after restarting modem

Hi, I'm having a problem with my Internet. At random times, it will slow down to a crawl to the point where loading a single webpage takes minutes. During this slow period, when I ping google.com in CMD I get a response time anywhere between 2500-3500ms, and a lot of the responses are time outs as well. When I ping my router (192.168.0.254) my ping is pretty much perfect, usually between 1-10ms which I consider normal. When I ping my modem, however, it has the same response time as google.com. That is, 2500-3500ms and plenty of time outs.

Naturally since my modem is having such high pings I go to its page and restart it (just a soft reset). After doing so the internet stops working altogether. What's strange is that when I ping the modem now, instead of getting that extremely high ping I was getting before, I instead get very smooth response times, just like my router. So it seems that restarting the modem cuts out my Internet completely, but makes it so I can get smooth ping times with the modem.

Once the Internet has cut out I wait for about 3 hours and then it comes back on again. Thing is, I've restarted the modem before and this doesn't normally happen. The Internet only cuts out like this when I restart the modem after it's been getting those really high ping times to my computer (or vice versa).

Anyone know what the cause for this could be? It's happened like 30 times now in the past 6-10 months or so. If you have any more questions about the problem I'll answer them as soon as possible. Thanks.
