I have a dell inspiron 14R (N4010), that has two memory slots currently with a total memory of 3GB (2+1). I wanted to upgrade to 8GB (4+4).

I bought some memory at mircocenter that meets all the technical specs of the memory. ( 4GB DDR3 SO DIMM 204-pin, 1333 MHz ( PC3-10600 ), NOn-ECC, unbuffered). However the laptop wont boot up when I put in the new memory : 4GB in each slot. However, things work fine when I revert back to the old memory.

How do I trouble shoot this problem? Thank in advance.

You already did troubleshoot it, it works with the old RAM so the new RAM is not compatible. You can try to update the BIOS and try the new RAM again. If that does not work, return what you got and check Crucial for compatible memory. There are times where memory won't run in certain motherboards even though the technical specs are the same (speed, timings, voltage, etc...). This is a lot more common with pre-built systems like Dell, IBM, HP, etc...

Your board only support 4 gb total

ftp://ftp.dell.com/Manuals/all-products/esuprt_laptop/e... Page 79

So it will take 4gb sticks, but only one of them it seems. I think you need a 2x2gb kit or 1 4gb stick.

According to Crucial it's 8 gig max. Maybe it's 4 gig max per slot?

They don't list it that way I would trust Dell on their own product over a memory company who wants to sell memory. Might can try to update the bios as mentioned in the first post, but I think that is pretty much the only shot.

This also lists max RAM "up to 8 gig", http://www.laptop-spec.com/dell-laptop/dell-inspiron/de...
I can't get to the document you linked so can't see exactly what that pdf states. The Intel HM57 chipset in the laptop also lists the RAM for it as 8 gig.
Crucial would not list a bad memory amount unless it was by mistake as they guarantee compatibility. If someone ordered 8 gig of RAM and it did not work, they'd just have to deal with taking it back.

I don't know Just posting what dell themselves think, I know what the chipset is supposed to do but the dell bios may not allow more so they can try and sell you a better laptop?
