This can range anywhere between a faulty cable to a damaged hard disk.

If you hear the HDD running smoothly when you plug it in but is not recognized by your computer then it could be a somewhat faulty cable or firmware problem.

If you hear the HDD making noises like it's trying to start then your HDD is probably physically damaged.

If you don't hear the HDD at all then I suppose it's either the cable completely useless or the HDD is seriously damaged that it's not responding at all.

Try any or all of the below:

1- Try different USB ports.
2- Try it on a different computer/laptop.
3- Use another cable which is proven to be functional.

If all the above dont work then,

4- AT YOUR OWN RISK AND RESPONSIBILITY some external HDD can be opened easily by simply removing screws, you can try to connect it directly inside the laptop instead of the HDD that was actually inside and see if it works though this is a last resort because this will remove doubt about faulty cables and bad adapter from HDD to USB. You need to know what you are doing otherwise I don't recommend you do that yourself at all because you also need to open your laptop/computer which can be very complex depending on the model.

Let me know what the results of the first 3 are and what brand/model is your external HDD in order to be of better help.
