Assassins Creed 4 low fps on high end gaming rig

So i got ac4 and when i first got it it was unplayable (8-12fps) so i bought a whole new computer with water cooling. my specs are,
AMD FX 4300 Quad Core 4ghz (auto overclocking)
16GB ddr3 ram
Sapphire HD 6850
So after i payed a ridiculous amount of money just to play games on a higher frame rate ac4 still runs at like 20-25 sometimes 30fps with all settings dropped to low. Wtf did i waste my money? It runs smoother on a xbox 360 ffs ubisoft can lick my nut.
 
Solution
The recommended CPU for the game is pretty high, but your video card is well over the recommended video card. They recommend an Intel i5 CPU.

Make sure you have all the patches for the game and keep an eye out for new drivers for the video card as well.

did you update all drivers? bios, chipset, everything has firmware that can be updated.

i play AC4 on three monitors and it is beyond amazing.. xbox one and ps4 catch touch my system ;)

Would upgrading to a six core and getting a better gpu improve the fps to at least 60?

Turn up some of the options, it will look better. Even 2x AA will make a 720p resolution look pretty good.
