Frame-skipping driving me INSANE!

I built a new PC in 2011, and about six months ago, for no apparent reason, most of my games start 'frame-skipping' where it periodically skips frames which creates a stuttering effect. The intensity of the stuttering differs between games.

So I began the troubleshooting process, and when I say I have exhausted all of my options, I am not kidding. Here is what I have tried:

-Online and Offline Games (not network lag)
-2x complete reformats (most likely not software related)
-Ensured temps are reasonable (<60c CPU, <70c GPU)
-Have tried replacing hardware for each component ONE AT A TIME:
->>>RAM
->>>Hard Drive
->>>PSU (this partially mitigated the problem)
->>>MOBO/CPU (this partially mitigated the problem as well)
->>>Video card
-unplugging all other USB components
-different outlets/walls/houses
-different driver version(s)
-changing power settings to performance
-hanging myself

Is there anything else I can try before just buying a whole new computer? I figured since I have been borrowing each test component one at a time and then returning each one after I discover that it was not the solution - maybe it could be a certain combination of components causing the problem? Or maybe my copy of Windows I keep using went to crap?

Any help would be very appreciated.

PSU: OCZ XStream 700w
