Press any key to continue, laptop keyboard doesn't work

Hello people,
i am trying to install windows 98 on my old Toshiba laptop, but every time it says insert system disk and press any key to continue, my keyboard does work. It worked the first time and now it doesn't work any more. the system disk is in. I have tried windows xp and windows 98, both have the same problem

i am also unable to enter bios

i have a p/2 keyboard and tried it and it didn't work. my laptop keyboard does not work either.

have u tried a usb keyboard (if it has usb ports). On the p/2 keyboard does the lights work (num lock, Cap lock, scroll lock). Have u made sure there are no keys stuck down on the main keyboard? Push each key sepretaly a switch could be stuck down under the key which the key that is stuck would feel different then the others. did u check the cable between the keyboard and motherboard make sure its tight.

I have tried usb (turned on USB legacy in bios) and ps/2. The lights come on for the ps/2 and I forgot if USB lights come on. I have even disconnected and reconnected all keyboards

wait can u get into bios or not first u say u couldn't get into bios then "turned on USB legacy in bios" which means u can get into bios. If u can get into bios then your keyboard is working and the issue could be that ur boot order is incorrect (not set to boot cd drive) or other issues and not ur keyboard not working. have to be clear or we cant help u correctly.

sorry im thinking of different computer,(i have about 5 im working on). so yea. same problem, the keyboards are unresponsive on the press any key to continue screen.
