Can't adjust 7790 2d memory clock

I just bought an ASUS HD7790-DC2OC-1GD5, and noticed horizontal lines occasionally flickering on my screen when I'm not in any game - just on the desktop/browser/etc. I looked this up and found that it's due to the switch between the 2d to 3d memory clock speeds (150 to 1600 MHz). I downloaded the latest version of GPU Tweak, and manually set the 2d memory clock to be slightly higher, but regradless of which value I enter my memory clock just goes straight to max... I can't seem to manually alter the 2d speed at all - for 2d I can either have it at 150 or 1600!

I Was hoping someone could shed some light on this, maybe I'm doing something wrong.

Download and Install latest driver from amd website (version 13.12)
Use CCC overdrive for overclocking.
Remove first the old gpu driver before install new one.
