Slow Graphics after Clean Install

I'm really confused because how can these be related...

Did a clean install on my new SSD (old HDD had bad sectors). Installed the latest drivers etc, but graphics performance was really poor (HD youtube videos terrible fps, same with games like Dota 2, single digit fps at times, problems I never faced before).

Specs: Biostar TH67+ v6.1, i5-2400, MSI R5850 Twin Frozr II

I originally thought that the onboard graphics was being used as opposed to my dedicated GPU (which I thought was unlikely; usually when I plug in my monitor directly into my GPU's DVI port, it will automatically use the GPU) but I'm pretty sure I've disabled it completely in the BIOS:

Under "Initiate Graphic Adapter", by default it was set to PEG/IGD; I switched it to PEG/PCI because i figured IGD stood for something like Internal/Intel Graphics D______ or something. I also disabled "Render Standby", as well as IGD Multi-Monitor (by default, "Render Standby" was enabled and IGD multi-monitor is disabled) and enabled "PCI Express Port".

The GPU fans are spinning, and my system detects the GPU as well (I did a dxdiag). MSI's Catalyst Control Center says my software is up-to-date. What else could it be?? Anything else I should try out? Thanks in advance.
