CPU Peaking issues

Hi there,
I have been having issues with cpu peaking whilst running games. This is causing micro stuttering in both AC4 and BF4 even on the lowest possible graphical settings.

My specs are well above the minium requirements to run the games.
Any thoughts on what the issue might be or how I could resolve it?

My specs are as follows:
Windows 7 64 bit
AMD Athlon(tm) II X4 630 Processor (4 CPUs), ~2.8GHz
NVIDIA GeForce GTX 650
8 gigs of ram

I have music production software and an M-audio external soundcard as well if you think that might make any difference.

that is a very old cpu and what do you mean by peaking as in throttling or under 100% load, if its under full load you can only overclock it, but to be hones your pc can only hope on playing ac4 on lowest to low settings

You could always OC your cpu if its a black edition,if you have a aftermarket cooler(hint:-if you don't have one get one) put ur corevoltage to 1.35-1.4v and OC to 3.4ghz.And you'll be able to play on low although don't expect to play on 1080p with that graphic card.720p maybe.safe core voltage for amd cpu is 1.475v.The reason I said to put on 1.4v max is because when you run the computer,for me atleast my core voltage bumps up by alot like .25-.50 so with those settings it'll say under recommend safe voltage.Make sure the temps don't pass 62c for any of the cores.
