Solution
I am glad you solved it, but the problem might be some thing else.
I have the same laptop as yours.
it comes with dual graphics, which always uses Intel hd 4000 as primary and Amd as secondary.
you just need to assign "high performance" in Catalyst controller which can be found by right click on destop.
so your game uses both intel and amd.
since you did not assing "high performance" to your game , Amd takes some time to figure out (auto detect).
you should have just updated the drivers and assign "high graphics" to your game.
just try assigning"power saving" to your game in catalyst controller and see the difference (lags).

i tried to do it but i dont know why the installation of that driver is failing on my system.my onboard graphics card is Intel HD 4000.the problem with this model of dell as per some websites is that it gives priority to onboard graphics rather than dedicated one.but i never faced this kind of problem.it worked excellent a week ago until i tried to play gta 4 which is not detecting my amd card.in that process i accidentally uninstalled the amd driver.

guys i finally solved(i dunno how).i think the problem doesn't pertain to the drivers after all.i installed a new game lately and it installed directX automatically(as for all games).
i never had any disturbance related to dX but it got damaged i guess and when i re installed the dX,the GPU is working fine. Now i dont need to restart my pc to use my gpu.
yay,i am so happy and thanx to those who tried to help me.If u know why this happened, try to explain it to me.thanx in advance
