How much are you looking to spend? Because honestly both need to be updated. A new gpu would just get bottlenecked by the cpu, and vice versa.

Both should be upgraded IMO - You can do it for a reasonable amount too if you look for a sale. A quick check has an AMD 4300 (quad core) for $108 and then you can add, say, a xfx7850 for $140. All of this would be compatible on your current motherboard. Depends on your location, I checked NCIX for prices. Lots of other good video cards available for a reasonable price too
