PC does not turn on

I just build my computer 2 weeks ago, it was working fine. then today, I powered it on as usual, it was working. I changed some setting then shut off the computer, tried to power on again, and it wont power on. I am a first time builder so I don't have too much knowledge on what the problem is.
 
Solution
You need to unplug your power supply unit from the mains> take the battery out> press the power button(to clear any remaining power from the capacitors)> replace battery and power lead.

CPU: i5 4670k
Mobo: asrock z87 pro3
RAM: G.skill sniper 2x4gb 1866mhz
PSU: Seasonic SS-660XP2 660 watt
GPU: Asus DC2T R9 280x
Non of the fans are spinning , and non of the case lights are on as well when I tried to power it on. When I tried to power it on, all I can see is the gpu light turn on for a bit then it turns off.

All I did this morning was go into the BIO and disabled on/off play because my keyboard and mouse backlights remains on after I shut down my computer. I basically did that, boot up, enabled the fast boot setting in windows 8 and shut down to see if the backlights are off. And it wont turn back on again.
update: I tried taking out the mobo battery and put it back in, if that's how you go about clearing cmos. But same result

I followed your step and cleared the cmos. The system lights up and fans are working, but my monitor, keyboard and mouse are not getting any signals. I let the system run for a bit, but it restarts itself in about 30 second, but still no power to monitor, keyboard and mouse.
