Sabretooth 990fx R2.0 won't power on

I just made a new PC literally brand new parts, I've built the PC up and it just doesn't work the power supply itself (CXM 600w) Works fine using the paperclip test. When the system is ready, I plug the cord in and an green LED lights up near the bottom. So its getting some form of power. I hit the power button and it doesn't work! I have even tried to jump it and it doesn't work any clues?

The system is using a FX-8350, 16GB Vengeance RAM, Define R4 case, and CXM 600w PSU, using an old GT 440 atm while new card is being delivered. Also 1TB seagate barracuda, and 1TB WD black.
 
Did you mount the motherboard on standoffs or raised bumps (but not both), and only have a standoff where there is a mounting hole?
For now, disconnect the drive you won't use to install Windows (I recommend using the faster WD Black for Windows).
Do any other red LEDs come on on the motherboard? If so, where is it located?

I mounted the motherboard in my case on standoffs. And that's fine I want to use the black for windows anyways. No other red LED's appear on the motherboard at all there is literally no way of the PC coming on. The only light that appears on the motherboard is the green stby LED at the bottom of the motherboard after flicking the on button on my power supply
 
Is the 24-pin mobo power cable fully seated? How about the 8-pin CPU power cable? Is there any possibility you accidentally used a PCIe power cable in the CPU power socket?
You should see four other red LEDs flash on then go off again, for RAM, CPU, Boot Device, and BIOS (not sure about the last; might be Chipset) as each of those subsystems is tested.
