Hi, im new here, but I got a new xfx radeon 5450, and I poped it in my pc and my fans would spin at full speed and nothing would happen!

Cpu: amd athlon 64 3200+
Mobo: msi ms-7093
Ram: 1.256 gb
Psu: 400w
My fans are destinctively loud so I know if it is full speed.
My screen is black. Do I need a higher wattage psu???? Because I can get on if I need to...
