If the CPU usage is not 100%, Is it really Far from being bottlenecked?

Before I start my specs are as follows:

FX-6300 4GHZ OC
HD 7850 2GB OC 1050 Core 1450 Memory
2X4GB HYPERX BLACK1600.

Hi guys I've noticed something rather strange.

In Battlefield 4, my cpu usage is peaking at 60% + Sometimes 70%.
In some areas of the map I notice drops in frame rates.

I observed the spots of the maps that drops my frames. I stood at that spot and Overclocked my fx-6300 to 4.5ghz and I noticed a gain of 3 to 4 frames.

Is this cpu bottleneck?

The drops in frames only happen at certain spots of the map. (I can confirm this. Did a thorough observation.)

In BF3 my frames dramatically drop while the whole map is visible at a far distance. This is not the case in BF4, I tried this and I only lose a few frames.

Can anyone advice?

Battlefield 4 still has some problems as far as optimization goes.
I wouldn't worry too much and just wait for the AMD Mantle update. Your graphics card will support Mantle and you should get some extra performance:)
