Computer Throttles down/acts as if it's overheating

I've posted this thread multiple times and nobody's come close to providing a helpful answer. I've had this problem for some time now. As the title suggests, the computer throttles down under load and is really annoying. I've had suggestions to replace the motherboard as well as the PSU and have done both these things but to no avail. I tested it with a different graphics card, no fix. I fiddled in the BIOS settings to disable AMD cool n' quiet similar settings. Nothing. Temperatures are all under control. Please help.

I live in the UK, can't reply while I'm sleeping :p
Have you tried a clean install of windows? Or setting windows to Max Performance mode?

Yup, done both those things as they were recommended in other threads.
