internet blocking suggestion

I use win-7 with 2 user accounts. I need to block a user's complete internet (updates, browsing,etc )(no upload or download) except lan because i have important files in them, and for the other user internet access should be allowed but not access to those files. please help me....
 
I would make both local accounts Standard Users, and not Admins of the computer. Create a seperate administrator account that you ONLY use when you need to install something by using the right-click method on a file and Run-As Administrator. I only use a Standard User account in Windows.

Hi danny,
thanks for your reply. But, Its not about blocking win7 update, its about blocking the internet completely in a particular account (similar to a pc with NO internet access or more like a pc with unplugged internet cable but with a LAN connection -> no application updates i.e a complete block). the other one with internet access but no access of internet(updates) to the installed application / file. I think you understand my requirment. Can this be done. or could a remote access to a PC with internet connection can be done , but It(internet) shouldn't access the application in your PC (PC without internet).
