PSU Is it safe

Solution
Radeon HD 7990 - requires 48A and a 750W psu minimum, and has an elevated max TDP of 375W.
Your PSU is on Tier3 list so STILL A SOLID UNIT,http://www.eggxpert.com/forums/thread/323050.aspx I think you should be fine. but really tigh on global power consumption, reducing your PSU lifespan considerably, so I recommend something more like a better branded certified 850W PSU like Seasonic, XFX, Corsair, Antec, wich gives you more headroom for your built

Related to RAMs I agree with epicoverclock, you should get a dual channel 8GB 2x4GB Kit for better performance. Something like G.sKill, Corsair.

yes, Its a good power supply. power supply calculator sites overstate the amount of wattage you will need in case that people will be usin cheap generic power supplies.
with that power supply you will still have some headroom for future upgrades, in fact its more than enough for now

This is what AMD recommends:
■750W (or greater) power supply with two 150W 8-pin PCI Express power connectors recommended ◦1000W (or greater) power supply with four 150W 8-pin PCI Express power connectors recommended for AMD CrossFire™ technology in dual mode.
◦NOTE: Minimum recommended system power supply wattage is based on the specific graphics card and the typical power requirements of other system components. Your system may require more or less power. OEM and other pre-assembled PCs may have different power requirements.

However, I know people say that XFX, Seasonic or Corsair (not CX) are the better PSUs out there, make sure they are 80+bronze rated at least. Although personally I always like to give my PSU some headroom for piece of mind.

I've been hearing games are starting to make the most out of the 8 Cores on the AMD 9350 but I'm not to sure about it I'm also try to keep the cost as low as I can. but is it a big difference between the 4670 and the 8350 for the extra £50?
