GPU Usage fluctuating while playing games

My GPU Usage drops to 50-56 from around 80-96 while playing all modern games and using a SAPPHIRE Radeon HD 7870 GHz Edition. What can be the cause for this? I think it may be my CPU which is an FX-4130 that is causing it to bottleneck.

indeed it looks like the cpu bottlenecks it. try overclocking it a bit if the cpu temps are within limits on stock frequency.

even with the bottleneck from the cpu, if it's playable fps you can use the graphics card to it's full potential by increasing the detail levels.
