pla help me toconfigure a pc under the budget
620 us dollars or below ( below 40000 rupees)
i use softwares like Photoshop CS6, Lightroom, Illustrator, Coreldraw etc...i dont want to play high end graphi games..i like to play games like sniper ghost warrior, sniper elite v2, sniper ghost warrior 2, call of duty MW etc etc..

my priority is designing and multitasking.. so plz provide good and better config about the pc that i need..

You maybe asking for a little too much for that price, but however taking Graphic Design as your primary priority I have put together this build:

AMD FX-8320 CPU
Asus M5A97 LE R2.0 ATX Motherboard
Western Digital Caviar Blue 1TB
Cooler Master HAF 912 Cabinet
Seasonic Eco Series 600W PSU
Kingston HyperX 8GB RAM
Nvidia GTX 650Ti (If possible try to go with the R9 270X)

I do have to ask you two questions? Where do you live? And are you comfortable buying product from online store, because i can suggest you some really great deal online. I have currently assembled my own PC for Animation and Editing, and most of the components i suggested comes from my own assemble.
