better video card give better graphics??

i play assassins creed black flag on ultra setting with my 560 ti oc, would upgrading to a 780 give better graphics along with fps?? or just make it play smoother?? i play on my 60" vizio smart tv , has i believe it 120 hz since it has smooth motion..
i7 3770 k
2 tb wd (upgrading to sdd soon)
750 modular psu
560 ti oc

What resolution are you running at? If you are running in low-res because because 560 wont play smooth at higher resolution, then yes a 780 will look better because you will be able to increase resolution.

Upgrading will just give you better performance. The graphics card does not improve graphics quality beyond what the game is designed with.

To actually improve graphics quality beyond what the game can provide, you need to install mods like better textures if the game allows for mods to be applied. Skyrim is an example of a game that is extremely mod-able. The are texture packs and ENB graphics mods that can make the game almost look "photo-realistic". However, doing so dramatically decreases performance so you will need better hardware both CPU and GPU.
