Snipping Tool Issue

I have no idea how it crashed, maybe because it was too full. Then I got an external HD to empty the laptop. Since I got it repaired, the snipping tool ain't working. I have no idea what was done for the repair. Yes I do shut down, sometimes I hibernate as well. Shall I not use the Hibernate? I even noticed the sound's gone down since the repair.
