which settings should i use for lag free GTA 4 gaming????????

have a i3-3210 @3.20 ghz cpu
radeon hd5450 2gb gpu
1*4gb @1333 mhz ram
i recently bought the complete edition of gta 4 online and it lags like hell at medium settings tell me the nice settings for which i can get lag free gaming

p.s ----->i have played crysis 3 at lowest settings at 640*480 res lag free
so suggest me the correct settings the command line file does not seem to be working well as it turns off my detail to 0 even if i change to 1 it does not work
mine is not a steam version of gta 4

I played GTA4 lag free on the highest settings using an AMD 7850 2gb so your graphics card is the problem.
It is badly ported though as bignastyid has said and really should run better than it does.
Have you updated to the latest patch?

the bench mark shows me avg of 30fps but when I play the game I gets 30 fos constant but lags at certain times .. I regret buying that because even crisis 3 was giving me much better fps at 640*480 at lowest
