These two video cards are the same price. Which one is better? The 770 is clocked a little higher but the 280x has 1 more gigabyte of ram.

wait for the end of this month, if mantle proves to be worth it then get the 280X, if not get the 770.

The 770 has a price tag higher than the 280x normally when not on sale. Is the 770 worth it for this price over the 280x current-day?

Current day, yes.
But once again, mantle may prove to be worth it.

i think the 280x would be better. but also the prices are way to high on them atm because of stupid coin mining

I've been hearing about bitcoins and mining coins. What is that about?

Re. bitcoins: on line only currency with real value. I believe MaximumPC magazine (maybe it was on Tom's, I couldn't find it at MaxPC) published a really interesting article about it several months ago. If you search bitcoin or bit coin on MaxPC (http://www.maximumpc.com/) it will pop up an article on why the R9 may be in short supply because of mining, and an interesting blurb on an ASRock 6 graphic card bitcoin mining MOBO.
Re. video card, battler624 is right, see if Mantle is going to take off or make any difference. If you are only gaming at 1080 or less, the extra RAM on the R9 won't make any difference: Spreading a game over two or three monitors, or gaming at 4K or with a 27" or bigger monitor, get the 3GB card, 4GB if you can afford it.
