Stuttering boot up

Hi All.

I've got a brand new computer (custom built) with an ASUS z78 pro motherboard and corsair 860i PSU. The problem is that on trying to boot, the power stutters-- it comes on, then shuts itself off after < 1 second and comes back on. It cycles like that for about 4 times until it finally boots up. All the outlets on the PSU seem affected-- I plugged in a case fan in one of them and I can watch the fan loose power just the same way.

Initially, I had a 760i PSU, and the problem would happen randomly, but mainly after the computer sat in an off state for awhile. Thinking it was the PSU, I changed it out to the higher wattage version, but the problem now happens even more consistently.

The builder initially thought I had a bad power strip and recommended I get a UPS, but doing that made no difference. I've changed out the power cord and cable going from PSU to motherboard without luck.

What's the next step to figure out the problem (short of replacing the motherboard)?

I have read a post here that mentioned that there could be a short developing between the motherboard and case, but I think that was a different situation, where the computer did not turn on at all for that person. Does this sound relevant to my problem?:

"I fought w/this for a week. Finally figured out the problem. Think about it: turn it on and shuts right down, the computer is protecting itself from a short circuit. Took the screws out of mobo and cut a piece of thin cardboard same size as mobo. slid it under mobo between case and mobo.viola it worked.
took out cardboard and retightened screws, same problem occurred. loosened srews half turn and worked again. problem is the mobo is shorting out on the case because it was tightened to tight to the case. Back off your srews in the mobo to the case a half turn and you should be good. worst case keep the thin piece of cardboard under the mobo and srew mobo back down therefore iliminating short. have fun!!!no stress."

no it not the same issue. what your seeing is the motherboard bios trying to set your ram and cpu to a speed that they will work without locking up. the mb cant set the speed so it turns off (over clock fail). and tries again. what you want to do is first put the newest bios file on the mb if it does not have it. then under ai tab look for dram speed. if it set to auto click on it and set it to xmp profile one. save and exit. on the next power up the mb and ram speed should be set right.

Hi. I have this same issue but with Asrock z97 Pro4 MB and i7 4790. MB has bios P1.80. Any advice? Thanks.

Thanks for the response. So, after my post above and prior to flashing the updated bios, I have restarted the system twice and the problem has gone away on its own. Should I assume motherboard is working well and is healthy and no need to update anything? Could there be deeper issues? Thanks.
