IO shield defective?

We are building our PC and everything was normal until we check the IO shield and it looks a bit weird. The motherboard we have is the http://www.newegg.com/Product/Product.aspx?Item=N82E168.... Is it supposed to look like this, the divider tabs are not connected.

You have to break off those things, at least that's what my friend did. My motherboard I/O didn't come with that.

Actually, that looks the way it is supposed to. Those little "fingers" serve as grounding points for the ports to discharge static when connecting cables.

That makes sense, my I/O shield has a insulated backing, thought it was just for looks.

There are a variety of IO shield designs. Some more elaborate than others. This one (above in the thread) is pretty basic.
