Help with cpu cooler, maybe others on my new build

Hellooooooo forums! As the title says, I am going to require some assistance from the "pros". This is my 2nd build and my 1st one went alright, but i feel this one will be more fierce. I plan on building a Micro ATX build that can support SLI. (I prefer the small sleek look). So here are my parts so far!

So I'm still in the search of a CPU cooler and I was wondering if i should go with Liquid or Air cooling. The case also can handle two extra 120mm fans so I plan on buying 2 other ones also for the case.

MY BUDGET IS ~$1300

It's sold out on newegg :( and im trying to order everything on one website. I have a 212 evo on my current build and it's alright, but i feel like they're are better ones out there now for either the same price or 5-15 dollars more.

Ive only heard good things about Noctua coolers especially if a quiet system is important. If you dont mind noise then go Liquid cooling depending on budget. If ur not overclocking then anything similar to the Evo is fine.

Ohh this one, I saw this on a youtube video and it was able to fit, but it was blocking the space for where a top fan could be placed. I might get that noctua, but as for the case do you think that fan space getting taken up by the cpu cooler is a good trade? I still would have another opening on the side of the case for another fan and im trying to reach maximum air flow with a budget because i plan on oc'ing my cpu, but mostly my gpu.

Im either going to get an h80i or a noctua nhu-14s. The pros about the h80i is that it cools better than the noctua, but i hear a lot of people talk about the pump making weird noises after a few months of usage and i dont want that to happen. Im also changing my case to the CORSAIR OBSIDIAN 350D. Any suggestions?

If its not too late. \
I hate fan noise so I would go Noctua plus it has awesome durability. The difference performance wise could be argued as negligible.

Lol ive changed the case to an r4. The 770 to a 760. And i decide to get the phanteks tc14pe ^_^
