Games lagging and stuttering after installing GTX 760

Hello
I am a novice to computers and this website, I recently upgraded my graphics card to a gtx 760 from a gtx 650, but there seems to be no improvement and the games I play stutter and lag no matter what settings I put them on. All drivers and such are up to date, so I was wondering if my CPU is bottlenecking or if possibly my power supply isn't efficient enough

my specs
processor: Intel Core 2 Quad Q8300 / 2.5 GHz
Power supply: diablotek 500 Watt EL series

I have used msi afterburner to look at the levels and it shows that the temp doesn't go over 70 and the max usage for the GPU is 96 and the max for all four CPU's is 100 while playing battlefield 4, idk if that helps.

It's because your CPU is bottle-necking your GPU (hence the 100% usage). You will need a new one.

What would your budget be? We can help you find the best one for the money.

If you can its better to upgrade your CPU and also here mostly its the insufficient PSU is causing the problem. Upgrade it to something like 600 and above watts.

If need be I was hoping to only spend a little over $200, I found an amd 6300 for $109 and a new motherboard for around 80-100, would that processor be enough for the 760? Also would it be worth a try getting a 600 watt psu?

Yes a larger PSU would be great. Just don't cheap out on it and get something that will fry your system.

Will this increase the performance of the card or am I still mostly limited by my cpu?

A CPU would help most.
