CPU Q-led on, 00 code. PC No post

Hi guys, i am sure many people have already posted something similar. But i tried to search for a solution but can't find any. I typed this using my phone.

Here are my specs:
Core i7 3770
Maximus V Formula
FSP Aurum 92+ 650W
Sapphire HD7950 3GB Vapor-X
G Skill Ripjaws X 4GBx2
Cooler Master V6 GT

It might get a little long.
I built this system a month ago and all was working fine. Two days ago, I was running Final Fantasy XIV in the background and my system suddenly hanged and shut down.

Everything started running after i switched it on but nothing on the display. I reseated the CPU and the VGA and my system was up and running again. When i reached windows, suddenly BSOD and my system cannot be turned on again. This time it turns on and immediately shut down.

After figuring it could be the motherboard's problem, i went to RMA and the guy told me one pin was bent. He gave me a new board and i went home to try.

The motherboard holes could not align with all the standoffs. So i had two holes unscrewed.

After fixing everything else up, i switched it on, the system turned on but no display. The CPU Q led is up and there is this 00 q-code. There was no beep codes.

I have tried the checklist. I tested the system with another psu but it doesnt work. I tried taking out the RAM and VGA but it doesnt work either.

I am currently suspecting the CPU like the Q-led indicates.

Another thing to note is that, i got some thermal paste smeared on the side where all the pins will come in contact with socket. I rubbed it off with a tissue but if i tilt the cpu a bit, i can still see some marks on it. I am wondering if this will affect the cpu connection.

What can i use to clean it? My sister has acetone free nail polish remover.

I have also tried putting my fingers on the cpu without the hsf. It didnt heat up.

The only thing i have yet to try is breadboarding.

UPDATE:

I tried cleaning the CPU and breadboarding with only my mobo and CPU.
It didn't work. There wasn't any beep and CPU isn't heating up.
The only culprits left are either the CPU or the mobo.
I am intending to RMA the CPU on Monday. Or at least have them test it for me, or should I RMA the motherboard as well?

Can someone give me some advices on this? Thank you so much!!

intel will surely test the processor before sending you a new one.

in case the processor is damaged and the mobo is functioning properly...the mobo will still give ram beeps if it detects on ram.
consult your user guide for the q-code read outs yours is "00"

although i am pretty sure its your cpu, since it does not heat up.

try out a very small amount (very small) of your sister's nail polish remover, see if that works. good thermal pastes have 0 electric conductivity so that might as well be a problem. or else, rma your processor

00 code says, "Not used." I dont have any idea what that means. As for the nail polish remover, do i use a tissue or something else?

Update: The thermal paste i am using is the CoolerMaster High Performance HTK-002. It is a dielectric material. Could this be the cause after all?

My girlfriend says to use cotton buds for the nail polish remover. Will that be okay?

I tried breadboarding the mobo with only the CPU (tried both aftermarket cooler and stock cooler) and there wasn't any beep. But could it be that the processor itself is faulty? Because the CPU didn't heat up at all. Or should I RMA the mobo again?

If I were to RMA both the mobo and the processor. Will Intel test the processor for me to see if it is really faulty?

So, if the processor is faulty and the motherboard detects no RAM, it will still beep?

I didnt test it by myself though. I gave them the mobo and they had their own spare parts like CPU, Ram and VGA so it was easy for them.

They used another CPU for my mobo and it worked fine but when the technician changed it to my own, it didnt. He said he could tell the CPU is dead just by hearing the fan because the fan was running at max speed.
