Best Open-World Racing Game that I want to buy

As of now I'm in to Racing Games.

But I want a different RG which is Open-World game (like the game The Fast & The Furious in PS2). :D 

And, I prefer games with the legendary 1969 Dodge Charger RT :)  :)  :) 
and some other Muscle Cars.

The Burnout Paradise is down coz i dont know the cars in it. but in Midnight Club LA, i'll think of it though.

Test Drive Unlimited 1 ( you can add cars) or 2 (looks a little better, I prefer 1)

firstly, I played with it like 70 hours or so :D 
it had a very good control system, it is arcadish and simulatorish, but if you want you could set it to "full" simulatorish. It is not a HC simulator anyway
at Test drive unlimited 2 the same steeringwheel had problems that I used gladly on 1. maybe it is just too old or something, but I could not really use the buttons to steer the car, I spun out all the time

ohh. okay. and what do you mean "you can add cars" in TDU 1?

TDU one came out in 2008 if I remember well, and since then modders started to work on it. that means that you can change the texture and a model of your car, so you can add cars and other stuff to the game
