Can I run CPU without a fan or heat sink?

OK so I've just recently built my own computer, and as I switch it on, everything work, I can hear my harddrive spinning, my graphics card fan spinning, my Motherboard light (green) turned on, but I get no signal, the bios doesnt even beep, so I'm just doing some testing, can I run my computer without a fan/heat sink for few seconds for test purposes? I'm running a 8350 CPU

Not recommended. Personally, I'd state a strong NO as my answer, although newer CPUs have pretty good built-in thermal protection circuitry, it will not be good on the CPU.

If you want a dead CPU, sure go ahead.
To test whether the mobo is broke to the point of not giving beep codes, removing all your RAM is a much better way.

Use a heatsink without a fan? Yes, but not for that CPU. Its TDP is too high to do that.
Use no heatsink? Never.
