Hello,
I'm looking to OC my FX-8320 to 4.0GHz. What voltage should I use? Stock voltage?
I'm also looking to OC my Sapphire Radeon HD 7950 to 1100MHz. What should I set the memory clock.

I will be using AMD Catalyst Control Centre.

Solution
1. There are no standards for overclocking since every chip is different. You'll just have to slowly raise the clock and voltage in small increments at the same time to figure out what voltage you need.

2. The memory clock shouldn't matter too much. Most games can make the most out of the stock clock for GPU memory while using an overclocked GPU.

Also, I don't recommend overclocking your CPU from CCC. The BIOS is much more reliable. It's also easy to hurt your CPU using OS software because you're at the sake of only being able to change the clock based on software that requires an OS to boot on.
