AMD A10 5800k down clocking

Hey guys. My cpu is clocking itself down from 3.8 ghz to 1.4 ghz under 100% load. It is not overheating. Temps stay at 50c max and I bought good thermal paste and replaced the CPU fan with a better fan. Testing with prime 95 monitoring clock speed with core temp and cpuz

It clocks down on a schedule like every twenty seconds or so it happens to all 4 cores simultaneously. To my knowledge I've disabled all throttling options in bios and windows

Mobo: biostar a55 md2 rev 7
Mem: gskill ripjaws x 8 gb (2x4gb) ddr3 1866
Psu: 1000w rosewill lightning
Gpu: evga gtx 770
Win 7 ultimate x64
 
It certainly does sound like your CPU is throttling. It sounds like either your temperature reading is way off (really is much higher than 50 C, which is possible) or your BIOS is buggy and is telling the CPU to throttle when it shouldn't. I'd try to update your board's BIOS and see what that does.
