MSI r9 280x FPS drop on Battlefield 4!

i just bought a new MSI r9 280x but my fps in bf4 would always drop, like from 60 to 30+ then it'll go back to 60 again. is it just my card or my psu can't handle my rig?

my righ:

i7 3770k @ 4.0ghz
MSI r9 280x @ 1100, 1.2v
MSI z77a-g45 ThunderBolt
2x4 Gskill RipjawsX 1333 mhz
1 TB WD + 500 gb
CM 620 ThunderM

some areas make your fps drop that's normal. v-sync locks your fps to 60 fps when your current fps is above 60 and locks it to 30 when your fps is under 60. what settings are you playing at?
